My theory is it has to be that an NPC TELLS you to go to the Festival/Kill Radhan. This is just a Theory though, a gam- okay stop. I think I got it to trigger by doing Gael Tunnel in First Playthrough, this allows Alexander (Jar Guy) to go to Festival.
